This depends on the extension, but for Joomla articles the slug is generated by the alias field.

Yes, but Route 66 reports that my search phrase does not fit (does not match) in the slug (alias field).
This is possible because my search phrase is written in Cyrillic (Ukrainian) and alias field in Latin ?! Are there any other possible reasons?

Yes that's probably the reason. I will see if there are any workarounds for this. In general, this is just a recommendation tool. It doesn't mean that you have to score 100. Or that if you score 100 your page will be first in the search results. The tool just gives you some hints.
